Two Kenyan nationals, Kamau Joseph Muchai and Duke Sammy, were arrested while attempting to smuggle over 60 kilograms of marijuana into Zimbabwe. The smuggling attempt was foiled when a ZIMRA official noticed discrepancies in the structure of their van during a routine customs inspection — specifically a suspicious false compartment hidden behind newly-installed panels. A total of 67 packages of the illegal substance were uncovered, resulting in the duo’s conviction and six-year effective prison sentence by the Victoria Falls Magistrate Court.

This incident underscores the critical role of ZIMRA’s border technologies, data-driven inspections, and inter-agency collaboration in combating organized crime and illicit trade.

All VAT-registered operators making a taxable supply must issue a fiscal tax invoice within 30 days of the transaction, as required by ZIMRA.

What Is a Fiscal Tax Invoice?

A Fiscal Tax Invoice is an official tax invoice printed from a ZIMRA-approved fiscal device, with the phrase “Fiscal Tax Invoice” displayed prominently. It must meet all requirements under Section 20 of the VAT Act.

✅ Conditions for Issuing

  • Only one original Fiscal Tax Invoice may be issued per taxable supply.

  • If reissued, it must be marked “copy” clearly.

Mandatory Features

The invoice must include:

  • The phrase “Fiscal Tax Invoice” prominently

  • Supplier’s name, address, VAT number, and Business Partner number

  • Recipient’s name, address, and if registered, VAT & BP number

  • A unique serial number and the date of issue

  • Description and quantity/volume of goods/services

  • Currency used in the transaction

  • Either:

    • Value, VAT charged, and total amount, or

    • Consideration plus VAT amount or a statement that VAT is included, and the applicable rate

 Claiming Input Tax & Expenditure Deductions

  • From 1 January 2022, input VAT can only be claimed on a valid Fiscal Tax Invoice.

  • From 1 January 2023, such invoices are also required to support income tax deductions for VAT-related expenditures.

Held on the eve of International Customs Day (26 January), the event was attended by ZIMRA Board Chairman Mr. Anthony Mandiwanza, Commissioner General Ms. Regina Chinamasa, and other senior officials.

Mr. Mandiwanza outlined the journey of the project, thanking the government for its continued support in improving employee welfare. Minister Ncube emphasized its broader national significance:

“The event is timely as it is one of the many projects that have been completed within the lifespan of the country’s radical blueprint, the National Development Strategy 1,” he said.

He further stressed the importance of sustainable, modern housing and energy efficiency:

“We must preserve energy by adopting alternative sources such as solar and LPG. This reduces our energy bill and eases pressure on the national grid,” the Minister added, urging similar commitment to ongoing projects at Forbes, Chirundu, and Maitengwe.

ZIMRA Board member Mr. Johnsai Dewah encouraged staff to take pride in their new homes:

“These structures represent not only a significant investment by government but also a testament to our commitment to employees and national development. It is our duty to ensure that these flats are well-maintained.”

Among the staff, Mr. Tafadzwa Magudu, an administrator at the border, shared his joy:

  2. Supplier tests it with FDMS and your POS system.

  3. Generate sample invoices and submit them to ZIMRA for approval.

  4. Once approved, the device is registered in the live FDMS and can be used for real transactions.

Option B: Virtual Fiscalisation (API-Based)

  1. Download ZIMRA’s API documentation.

  2. Work with a developer to build and test the API.
