Compliance with the ZIMRA Fiscalisation Data Management System (FDMS)

All VAT-registered operators are required to register and interface with the ZIMRA Fiscal Devices Management System (FDMS) to record taxable sales.

Businesses have two options:

Option A: Hardware-Based Fiscal Devices

  1. Buy a device from a ZIMRA-approved supplier.

  2. Supplier tests it with FDMS and your POS system.

  3. Generate sample invoices and submit them to ZIMRA for approval.

  4. Once approved, the device is registered in the live FDMS and can be used for real transactions.

Option B: Virtual Fiscalisation (API-Based)

  1. Download ZIMRA’s API documentation.

  2. Work with a developer to build and test the API.

  3. Email ZIMRA for test access: tsilongwe@zimra.co.zw, ssvosve@zimra.co.zw, mchigwanda@zimra.co.zw

  4. Submit sample invoices for approval.

  5. Upon approval, register in the FDMS live environment and begin transacting.

How to Check Device Compatibility

  • Printed invoices should contain a QR code.

  • Scan the QR code at fdms.zimra.co.zw. If valid, it will display: “Invoice is Valid”
