Suspension of duty on public service buses imported by approved importers: SI 138 of 2022

The Zimbabwe Revenue Authority (ZIMRA) defines an “approved importer” as a public bus operator registered in accordance with Part III of the Road Motor Transportation Act [Chapter 13:15].

This designation allows importers to bring in new public service buses classified under commodity codes 8702.10.11 and 8702.90.11, either directly or from bonded warehouses.

Key Conditions to Qualify:

  • A maximum of 20 public service buses may be imported within any 12-month period, starting July 1, 2022

  • The importer must be officially registered under the Road Motor Transportation Act

  • A written authority from the Secretary for Transport and Infrastructural Development must be submitted, detailing the make, model, engine, and chassis number

  • The importer must meet all relevant tax compliance conditions, including:

    • Valid tax clearance certificate

    • Proof of income tax payment for the prior fiscal year

    • Certification by the Commissioner administering the Income Tax Act (Chapter 23:06)
