In a decisive move to tackle fuel smuggling and transit fraud, the Zimbabwe Revenue Authority (ZIMRA) has introduced a mobile fuel testing system, now in operation at key border points. The development already proved its value during a test run at Chirundu Border Post on 10 November 2021, where officers intercepted a fuel tanker carrying water instead of fuel.
The system uses a suite of advanced tools including:

Hydrometers to determine fuel type by measuring density

Measuring cylinders and dip sticks for accuracy

Dipping and water pastes to detect fuel-water contamination or substitution
This breakthrough allowed officers to identify a case of transit fraud involving 39,754 litres of decanted fuel. The smuggling attempt cost the state over US$1 million in lost revenue. The truck was seized, and investigations are underway involving importers, transporters, clearing agents, and ZIMRA officials.
ZIMRA reaffirmed its zero-tolerance stance on corruption and called on the public to report bribery or fraud via hotlines and whistleblower platforms.
