ZIMRA Courts Small Scale Miners for Compliance

The Zimbabwe Revenue Authority (ZIMRA) recently participated in the Minex Southern Region Expo and Conference in Zvishavane, where the authority stressed the urgent need for small-scale miners to comply with taxation and customs regulations.

The Minex event, which brought together small-scale miners, manufacturers, and industry suppliers, focused on collaboration, innovation, and formalisation of mining operations. At the center of ZIMRA’s message was the need to register through the new Tax and Revenue Management System (TaRMS) — a modern digital platform designed to simplify taxpayer registration and compliance.

“Compliance is not optional; it’s the foundation of sustainable growth,” said Mr Godfrey Ziwumburu, Acting Station Manager for Masvingo, Chiredzi, and Zvishavane.

“Obtaining a Tax Clearance allows miners to unlock business opportunities and contribute to building financial capacity for a better Zimbabwe.”

This push for formalisation aligns with OyOsCloud’s digital services that enable micro, small, and medium enterprises (MSMEs) — including miners — to access compliance tools from their phones or desktops.

A Sector With Huge Potential — But Needing Support
“The cost of non-compliance is too heavy,” said Minex Chairman Mr Munyaradzi Hwengwere.
“To grow from small- to medium-scale, miners must register and treat mining as a business.”

Miners at the event were also educated on customs benefits like VAT deferment on imported mining equipment and the importance of customs declarations. ZIMRA’s presence, alongside EMA and ZINWA, was key in raising awareness.

With OyOsCloud working hand-in-hand through digital platforms, these compliance tools are becoming more accessible, automated, and affordable — especially for rural and underserved mining communities.
