Zimbabwe Moves Closer to Global Tax Transparency Standards

Zimbabwe has taken a major step forward in international tax cooperation after being invited to sign the Convention on Mutual Administrative Assistance in Tax Matters (MAAC) by the Global Forum on Transparency and Exchange of Information for Tax Purposes. This milestone supports the country’s ongoing efforts to widen its domestic revenue base through effective Exchange of Information (EOI) mechanisms.

Since joining the Global Forum in April 2023, Zimbabwe has worked toward alignment with global tax standards. Through the Zimbabwe Revenue Authority (ZIMRA), an Exchange of Information Unit was established and has been operational since January 1, 2024. The unit underwent a detailed review process, including evaluation of Zimbabwe’s legal framework for data protection and the confidentiality of taxpayer information.

Currently, the EOI Unit operates under 19 existing Double Taxation Agreements (DTAs), which limit the scope of cross-border collaboration to a few jurisdictions. With the signing and ratification of the MAAC, Zimbabwe will be able to collaborate with over 150 countries, significantly boosting the fight against illicit financial flows and tax evasion.
